Obviously, most things won't end up here since they involve sensitive information, but sometimes I just want data that can be created from public information. First request: I want data for KT actions with a proposed change. Civil actions now receive the same bonus from rank that building staffing gets. A good dataset includes a variety of possible statlines, from the highest possible to the lowest one would realistically expect to see.

Here you go Aureal. It's about as real as it will get, as the information below, in fact, was based on the July 220 KT in V5 for Li Jun's (eventually Zu Wei's) kingdom. I think the general rule has always been that 60 and above is useful and will be used for Civil Actions if it comes down to it.

Looking back on the KT, Xeniphon had a point about ranks. Recruiters get screwed over in terms of mechanical ranks. Zhu Wen Cang Ri, was basically Li Jun's right hand man, but he had no mechanical rank, even though he was held in high prestige, mainly because his skills lend him to be a recruiter, where a mechanical rank was basically worthless on him.

I also think we should at a minimum allow Military Officers to staff military related buildings, like buildings in the Production, Garrison, and Commandary tree or even do away with it. The one problem I see is that because there might be an abundance of Military oriented officers compared to Civil oriented officers, Military officers will get both Military and a base Civil Rank so that they can do more than I-net and Train when not fighting. I do like what you're proposing, where Civil ranks gives a flat bonus to all civil actions instead. I would also rather have officers with Civil and Military ranks able to do all actions (other than staffing Landmark buildings, where I think Military Officers to be able to do production, garrision, and commandary landmarks at the same level as when civil officers can staff all landmarks).

Observations:
The rules for giving food is missing. Or is it not allowed anymore (this was listed as an available action under the Sub-officer rank)?
Are salaries paid from the city that the officers were stationed in to start the turn or could they be paid from anywhere as in previous versions or if it's the former, would they be allowed to be paid from the city they arrive it?
What bonus does Mystic give for staffing buildings in the temple tree?
If a city no longer satisfies the requirement for a government type, does the government type devolve to another form or does it remain the same? For example, if you have Law and Order, but then you no longer have 50 troops stationed in the city, can the city still stay Law and Order?
Architect needs to be reduced to 2SP for the buildings it affects (or really, the lack thereof).
Is it necessary to staff Agricultural buildings during non-harvest seasons, meaning that will the benefits of staffing Agricultural buildings accumulate during non-harvest seasons or is it just the season leading into harvest. The reason I ask is because this is an important determinant about how staff is allocated to different buildings, since it's more imperative that each city can sustain itself, due to change in transporting food.
Am I allowed to do things on the KT to meet the pre-requisites of a government type during the free government type switching turn (when a city is captured, as was the case in the sample KT in Yu Lin)?

I've tried fiddling with it and enjoy the new style, but feel a little unfocused or not knowing if it's helpful or correct. Not all of us are the KT masterminds like Silverwarp. That fellow is something special. I started to follow his model of grabbing a city in the old KT's but felt that it was a bit arbitrary.

Can there be a more focused request? "Please use these officers as you would like, use this KT template but add in your own desired officers, make a KT that includes an invasion force" ect.

Some clarification for the above request....

We are looking for various statlines to be plugged into the KT formule and have those test examples show us how effective a flat bonus to civil actions rather than the bonus only to staffing affects the balance. So lets say you want to see how the +20 to staffing a building would work with production of heavy arms instead. You then take 3 or so different statlines and run the formule to see how each build (low int, medium int, and high int for instance) is affected. These numbers would then help us decide if the change will work or if it needs to be altered to balance things out.

True it is pretty easy, but imagine how many calculations we would have to do to test it fully and then consider how much time that would take from working on behind the scenes type stuff. So it really will help us out! Please abide by Aureal's request to keep posts as focused on the requested material as possible (you can take discussion to the OOC thread if you feel you need to discuss someone else's post).

I could not be bothered with repeating calculations (not sure what values to put in), so I quickly put together a calculator for results, based on stats, skills, rank and building bonuses. As long as I have understood the rules correctly, it should be able to give lots of results with almost no effort.

Ok so let's do some numbers for Heavy Arms/Bows:

1. Early game, some 50 INT basic guy who's just there because noone better is free.
Produces: 50
Cost: 17
Salary: 5 (sub-officer)
Cost efficiency(2.31 HA/gold)

2. Typical "producer", early game. 70 INT + basic skill + Rank 2
Produces: 90
Cost: 14
Salary:30
Cost efficiency(2.05 HA/gold)

3. Mid-game. 80 INT + skill + rank 2 + armory
Produces: 110
Cost: 10
Salary:30
Cost efficiency(2.73 HA/gold)

4. Expert producer. 90 INT + (e) skill + rank 3 + Armory
Produces: 143
Cost: 8
Salary: 40
Cost efficiency(2.96 HA/gold)

Now Siege weapons. Let's take siege tower as base. Since the formula for all ships and siege equipment is the same the rest can just be scaled.

Civil action:
with Civ. officer grade 1 rank (extra 20g/season)
Defense = +(41/10) + 30 = +34
with Civil Officer Grade 2 rank (extra 30g/season)
Defense = +(51/10) + 30 = +35
with Civ. officer grade 3 rank (extra 40g/season)
Defense = +(61/10) + 30 = +36
with Civil Officer Grade 4 rank (extra 50g/season)
Defense = +(71/10) + 30 = +37
with Civil Officer Grade 5 rank (extra 65g/season)
Defense = +(81/10) + 30 = +38
... I guess in defense case the extra stat doesn't make much difference compared to the right set of skill.

Btw, Xeni perhaps you can give some format for those who want to help.

Now training:

1. Early game. WAR+LEAD=140 (around 70 each), no leader:
1400 training points (or +7 training for a 200 size force)

2. A leader. WAR + LEAD = 155 + 30 skill bonus
1850 training points (or + 9 training to a size 200 force)

3. A good leader WAR + LEAD = 160 + 40 skill (e) bonus
2000 training points (or +10 for a size 200 force)

At this point you realise the advantages of the buildings in the garrison tree. For larger troops (like say, 500) even a complete genius will only raise training by a few points. The + bonuses from the Martial academy and other buildings are very powerful.
