To separate it from the normal NPCs, this is a list of the 'top-flight' NPCs who will usually either be played as GM NPCs, or are otherwise head and shoulders above the rest. I'm using last game's list of heroes so if someone isn't on here, he should be on the NPC list, just wait for NPC to come round and do them him/her there.

As for relationship importance: Father-Mother-Brother-Sister-Uncle-Aunt-Cousin-Grandchild, only one allowed. - ZZTJ has him being recommended to be the Emperor's guardian, needing help from others to answer the Emperor's questions. Of note, He Yan is referred to as Hu Yan in the ZZTJ under Cao Shuang. Leads the campaign against Shu, fails, alters the laws, starts getting drunk, gets killed. Cao Shuang was bad, but not 32 Int bad. I'm moving int up to 42. Of skills, I'm going Investigator for the changes to laws, which I'd normally go Administration but I think his drunkeness pulling that down. Switching Cha and Pol a little, as he seemed to have little political ability, and only got by because of his connections and the people he hired.

- Recognizes the terrain is an issue for transporting and raids it with Deng Ai. He improves the fortifications so Jiang Wei can't attack. Proposes using Bingzhou troops to attack the Hu, but the Hu rebelled before this could happen. Helps break a siege. Marches up a mountain to get into a position to ambush Jiang Wei. Said he advanced Day and Night to meet one of Jiang Wei's armies. Says Jia Chong must die and dies himself.
- Mobility, Raid, Dash, Military Engineer for new skills, Inspire in place of Rally. To me, he's not 88 smart. He's very knowledgeable of terrain, and knowledgeable about what the enemy is going to do, but I don't think that's 88 level. I'm thinking more low to mid 80s on him. Pol I'm tempted to say is high as there's not much mention of his political actions in the ZZTJ, but leaving that due to Novel/SGZ which I haven't checked. I was looking through the skills and noticed the Weaponmaster skill to be far more rare than I think it should be. It seems most notably absent from Guan Yu, Huang Zhong, Taishi Ci and Wen Yang all of whom where shown in the book to be masters of their preferred weapons. There are 24 instances of the other dueling skill Duelist in this list but only 7 Weaponmaster.

It seems most notably absent from Guan Yu, Huang Zhong, Taishi Ci and Wen Yang all of whom where shown in the book to be masters of their preferred weapons. There are 24 instances of the other dueling skill Duelist in this list but only 7 Weaponmaster.

Part of the problem with Weaponmaster is that its hard to decide on a criteria for it. Dian Wei, as an example, used people as clubs and had a situation where he had to improve weapons, which is why he has the (e) in it. However, separating someone from being a good duelist and being skilled with weapons is very different without it just being You have 90 war, so weaponmaster. Huang Zhong probably deserves it as well as Taishi Ci, but thinking about Guan Yu, he's a good duelist and has a named weapon, but what specific thing should give him weaponmaster? Additionally, as a minor aside, giving the elites Weaponmaster would hurt PC duelists in a sense, since now they have to focus on their war, as well as having the elites all have better dueling skills than them. So, in this case, not giving most of the great duelists weaponmaster leaves room for duelists to be on their level.

Guan Yu was one I debated on that list. Mostly I included him because, of the Oath Brothers, he is by far the most associated with his weapon, yet Zhang Fei has it instead. Guan Yu also had the most distinguished dueling career in the book, so he seems deserving of the double (e) dueling skills. I would suggest some heroes lose Duelist in favor of Weaponmaster. I haven't read the book in a while, but I recall many people being called master of one weapon or another. Even some who don't rate as hero class should have it. Wu Anguo, amongst others, seems like a good candidate among the lower level NPCs for the switch. Weaponmaster is the weaker skill, so making that switch across a few of the heroes would help balance. Also, Wen Yang and his Chain-Whip/Spear combo needs it. Being a late era warrior does him a great disservice in terms of build.

Usually if they have a named weapon we give it as an item, although Guan Yu, Zhang Fei, and Lu Bu are missing their weapons. I'd guess that's either a balance issue, or a history didn't happen issue. When I get around to finishing these, I'll keep it in mind about weapon proficiency, especially for Wen Yang who Ithink did use multiple weapons, but I could be mistaken.

Sun Jian is the only person on the list with natural 90+ war that doesn't have Duelist. Everyone that has Weaponmaster also has Duelist.

Xu Shu was a fighter before turning to scholarly pursuits. I had thought there was a line about his sword skill, but I couldn't find it. Duelist might be applicable or left off and his high, for an advisor, War kept to show that.

I would say Xu Shu should just have good war. Wen Yang certainly seems one who deserves both skills

Weapon Master is something that I think gets kept as a sort of special skill. Fight one duel and you tend to get duelist. You tend to need to show a mastery of weapons to get weaoponmaster (Tarrot gave a good description of the kind of thinking) rather then having a special weapon

I would give Xu Shu Duelist based on this. It implies that he dueled but doesn't imply great weapon skill.

I would say Weaponmaster should be given to those that demonstrate expertise with one particular weapon (Guan Yu, Cheng Pu, etc.), while the (e) should be reserved for those with multiple weapon proficiencies (Dian Wei, Zhao Yun, etc.).

Also, Deng Ai dueled Wen Yang to a 50 bout standstill, so he should have Duelist (I also think his War should be higher, but he has probably been debated into the ground already).

By this reasoning, Huang Zhong should have Weaponmaster for his legendary skill with a bow as well as being able to duel Guan Yu with polearms.
