Just confirming I have the same problem, even after clearing cache and restarting the browser.

They are the boundaries between different regions. The regions are important in the sense that they represent, in the least, individual zones for weather. I don't think we currently have anything which adequately describes each region, though, so it might be a little confusing. I need a little more map data before I can put something together, but I am planning to create a view which superimposes the regions into the map for easy reference.

Is there any way to recenter a loaded map on a specific tile within the map I already have open? "Load Battlefield" on a map tile opens up a new battle map with the center being the tile I just clicked on, but I'm curious if we can have an option to do this except in the current window rather than opening a new one.

I thought about your suggestion overnight and went ahead and added the feature. When you click the 'Load Battlefield' button in the MiniMap it will open in a new window, but now if you click it in a battlefield it will reload the battlefield centered at the requested location. Cache refreshes are required.

Part of the reason why I originally avoided this sort of thing was to discourage excessive reloading of the map given that it is very resource intensive. I have since reduced its requirements pretty considerably and that may have been the wrong way of approaching it in the first place. If, upon official game launch, we have problems with people hammering the map and getting the host upset we can look at things like this again. Until such a time, and it probably won't be an issue, everything might as well be designed around ideal operation along the way.

Is there a reason why the fire up in the Lianzhou steppes (along with the goodie bag) and flaming Ouch are still on the map?

Because this is a pre-game and the map is still under development. They are all my delightful test subjects. :)
